This sector is further categorized into 8 different sectors. They are as follows; 

FINANCE

VISION

  • Ensure a prompt financial service delivery through effective allocation and judicious use of national resources

  • To implement enhanced budgetary formulation and render professional public accounts operation guided by principles of responsible financial management (ref. Ch.11 of PFA-2017), Efficiency, Economy, Effectiveness, Equity, Sustainability, transparency and Accountability.

DT SECRETARY 

VISION

  • Create a happy and safe Bhutan through disaster risk reduction.

  • Promotes supports and facilitates disaster management to reduce disaster risks, in line with the RGoB’s policy of Gross National Happiness.

MISSION

  • Coordinate disaster risk management at the national and local levels in coordination with relevant agencies.

  • Raise awareness on disaster risks and their mitigation/ prevention at all levels.

  • Enhance and strengthen capacities of disaster management authorities at all levels.

  • Support poverty alleviation through grant of relief after a disaster Provide support to the local administrations in preparation of their disaster management plans.

  • Facilitate effective disaster management through development of various guidelines and legislative framework.

  • Facilitating exchange of information, experience and expertise.

ENVIRONMENT

VISION

  • A healthy and sustainable environment for present and future generations in pursuit of Gross National Happiness.

MISSION

  • To conserve and protect environment through District Environment Committee as one of the Competent Authorities under  National Environment Commission as an independent apex body on all matters relating to environment to regulate environmental impacts and promote sustainable environment.

ICT SECTOR

  • To enable effective and efficient ICT service delivery.

  • Enhance  basic  ICT skills by providing trainings to non ICT staffs

  • Sensitize on Google Apps to Dzongkhag users

  • Improve public service delivery through innovative ICT services

  • Provide basic networking  and computer operation /troubleshooting training  to CC Operators and Gewog staffs.

  • The Dzongkhag ICT Sector would also  be  responsible to look after the internet downtime of CC

  • Ensure compliance to e-GIF standards

INTERNAL AUDIT

  • In pursuit to further enhance good governance, transparency, accountability and efficiency and effectiveness of government operations, including risk management and internal control framework, the internal audit service has been established in every Dzongkhags.

  • The Dzongkhag's Internal Audit Service has the direct overall responsibility for internal control operations in the Dzongkhag including 15 Gewogs and a thromdey. In exercising duties, the internal auditor enjoy independence and unfettered access to records, personnel and physical properties relevant to the performance of engagements. The Internal Auditor reports the results of its work directly to the the Dzongdag.

  • Internal auditor provides an independent, objective and reasonable assurance and advisory services designed to add value and improve operations and bring in a systematic and disciplined approach to evaluating and improving the effectiveness of risk management, control and governance processes.

  • The Internal Auditor examines and assesses the adequacy and effectiveness of the internal control systems, and the quality of the efficiency of the other mechanisms and systems involved in the attainment of the Dzogkhag’s objectives and goals.

LEGAL

  • Render legal services to various sectors in the Dzongkhag with respect to questions, regulations, practices, or other issues falling within legal domain on the instruction of the Dzongdag;

  • Assist the Dzongkhag administration to draft delegated legislations or by-laws;

  • Advise Dzongkhag administration, Dzongkhag Tshogdu, Gewog Tshogde, and other government offices on legal matters on the instruction of the Dzongdag;

  • Disseminate information on laws to Dzongkhag to create legal awareness in consultation with or on advice of Dzongdag or the Office of the Attorney General;

  • Appear before the courts for civil litigation on behalf of the Dzongkhag administration or the OAG;

  • Be a legal advisor to the investigation team or committee as may be necessary;

  • Compile laws; 

  • Represent the Dzongkhag administration at meetings including workshops, conferences, and seminars relating to legal matters;

  • Perform election duties as a member to election dispute settlement body; and perform any other official tasks assigned by supervisors.
